So the thing is, when I use my computer for more demanding games, like GTA5, my cpu usage hits 100%, gpu is somewhere around 30%, ram around 7300mhz. Is that cpu bottelneck?

Specs:

Cpu: Intel Core i5 4570S

Gpu: Msi geforce gtx 1060 6gb ocv1

Motherboard: Gigabyte B85M-D3H

Ram: Crucial 8gb stick

PSU: Cougar GX-F 550W

Storage: 119GB Samsung SSD 840 PRO Series

500 GB Western Digital Blue

931GB Seagate Barracuda

S chips are low-power chips. experiencing lower frequency is probably normal for that. they have a lower turbo boost power limit where after x number of seconds, they will  throttle down in clock speed.

 

GTA5 particularly is a CPU and RAM heavy game, so having only single channel ram is also slowing you down.

 

you could get another stick of ddr3, which should be pretty cheap, and it might help some. but you are really limited by the low tdp locked 4/4 haswell i5.
