Pc stutter frames drop.

My pc keeps getting a stutter where frames drops in games. When im not in a game the mouse will drag across the screen really slow. I don't have gsync turned on. I have wiped windows before but it keeps coming back.

It feels like the pc is bogging down but all the temps are good and the cpu is not at 100%.

I9 9900k

Rog strix 2080 ti

32gb ram at 3200

1000 psu

c drive is a m.2 250 gb kingston

the drive with all the my games is a samsung evo plus 1tb

Before inspecting your system, did you check that the problem is not with our keyboard/mouse? The first step would be changing to different peripherals, or updating all their drivers, replugging them (and changing USB ports) and trying different polling rates for both.

I have recently upgraded my mouse and keyboard and the problem hasn't changed.
