Windows 10 Hotspot ping issues

I have 2 devices connected to my Windows 10 PC hotspot. These 2 computers need to communicate for use with ROS. The two computers cannot ping each other, even though they are on the same network,

Here is my setup on the Win 10 PC:

Does anyone have any idea why these two devices would not be able to communicate with each other? Any ideas or suggestions would be greatly appreciated!
