So I built a PC a while back and overheated it, likely leading to a burnt CPU and a damaged motherboard, it worked prior to the overheating. The motherboard lights were erratic and i took it to a guy who said the issue was the CPU and motherboard. I asked him to run a diagnostic on the graphics card and he said it was probably fine, when i talked to him on the phone I had the feeling he did not actually check the graphics card by the tone of his voice; but he assured me he did. I got a new motherboard and CPU, put them in, and now the only red light on my motherboard was a VGA light. I am new to building a PC. The graphics cards fans turn on for a second when i power it on and then turn off, they also turn on for a second after i power the PC down. I have been looking around for any sort of answer and anyone i have talked to has said that the graphics card is probably not the problem because it turned on, so im not really sure what to think. if this has ever happened to anyone and they know the issue please let me know.

Does the system turn on when the card is removed/replaced?
