Getting file system error -1073740791

Hello! Let me give some starting information, my PC has been in fine health up until 2 days ago when i installed a new HDD, the drive itself is fine and works. The issue came about today when I tried to run something that required administrator privileges to change, I am the systems admin, so I ran as admin, but instead of the process completing, my windows faded to where the admin continue/cancel box was SUPPOSED to pop up, and then it just disappeared and gave me error "system file error -1073740791"

This problem has only occured since installing said new drive so I assumed it had something to do with it. My PC won't even allow me to factory reset it. Any more information I can give upon request.
