I've solved a problem that has been plaguing me!
My Ryzen 3900x x570 MSI MEG ACE would temp spike constantly +10c every couple seconds, fans would kick in and drop the temp after a few seconds and wham +10c again. AND AFTER playing around for hours I got lucky and got it to stop.

First thing to know, I didnt play with anything in the Bios except the fan curves and installing ryzen master did seem to flatten the temp spikes a bit but was not the solution.
2nd, I noticed through Ryzen master that my CPU voltage was ALWAYS 1.39 or ~1.4, after solution below, average core voltage dropped to ~1v
my CPUs temp would idle anywhere between 38c to 48c, or 48c to 58c depending on my power plan. but the temps would not stop spiking no matter what i did unless I put it in low power state.

anyway, solution was to change my power plans Max processor state to 99% instead of 100% and wham, instant solution. fan's stopped ramping up, CPU's idle temp is consistantly 40c now using the AMD Ryzen High Performance power plan

hope this helps someone out there
