Frametime Spikes causing FPS stutter PLEASE HELP!

I get frame time spikes which cause FPS stutters in many games. GTA is one of the few games I don't have this problem. Deceit, Fortnite, League of Legends, Rust, UEBS, and many more have this problem. I'm running 165hz G-Sync. Nothing is overclocked except for DOCP.

Things I have tried:

• Temperatures are all good
• Installing the game on both SSD and hard drive
• Drivers (I have latest right now)
• Cleaned malware
• Manually cleared cache
• Adjusted a few NVIDIA Control Panel settings
• Limited max framerate with NVIDIA Control Panel
• Disk usage is not high
• Using DOCP profiles
  • Tried turning it off

It makes the games almost unplayable.
