HELP - Frame Issues

HELP ME!!!

 

I am having issues regarding frames and general functionality of my PC, in which was built a year ago with all brand new parts but has since had a new GPU put in place.

When starting up my computer, after about 5 minutes i will begin to lose frames in games and even in low stress activities such as completing university work, alongside losing frames i can hear cut outs in audio, as little like bleeps that show almost a micro stutter. ,my computer will then black screen after losing frames and lagging, after black screening for about 3-5 seconds the screen will return to normal and continue to lose frames and be slower than normal. SO due to this i began to just restart my pc everytime this occurred, not a forced shutdown but a normal windows restart, when my pc runs again, it will not lose frames for around an hour and perform as how it should feel, lag free and frames are reasonably good. The error will begin to occur again and again and again, sometimes it will last longer than others but others t will require to be restarted within about 30-45mins. I have completely reinstalled windows, wiped the computer, updated BIOS, updated all game drivers regularly and also ran multiple stress test software which have never come back with any issues, i have rebuilt the computer from scratch checking any hardware placement or like structural issues idk, and also referred to a friend. Occasionally i will get blue screens, not very often at all but still occurs. 

 

My computer has previously been overclocked, safely, at very low speeds only 0.4 above normal on the cpu, stress testing each time and making sure its all safely done without ruining anything, then when the issues began to occur around 8 month ago i took them off and placed it all to default. Although recently my water cooler broke, creating high temps and forced shutdowns although the issues were there be this happened and since having the cooler replaced and checking temps this problem was resolved, although the frame and black and blue screen issues were not.
