I NEED HELP

i need help and i have a problem idk but my games are running so bad and i have a good pc. in task manager my cpu and gpu only hit 10% at most and wen i put it on all low it will still run poor.

 

my pc spec 

cpu:ryzen 5 2600

gpu:asus tuf 1660 super 

ram:8x2 3000 mhz

ssd:240gb hp m.2 

hdd:2tb seagate drive 

motherboard:gigabyte b450

power supply:500w from thermaltake

cooler:cooler master tower cooler

i'm running a 1080p monitor at 60hz 

im trying to run gta5 online

You may have a limit on your GPU/CPU usage. Check the power management and make sure to turn on HIGH PERFORMANCE. If nothing happens then try reinstalling drivers.
