GPU usage only at ~80%

Hello. My system consists of a gtx 1070 and a Ryzen 7 2700X. I have been having a recurring issue where my GPU does not max out. The temps only get to about 75 degrees max so its not temp limited. I have a Ryzen 7 that runs at ~60% usage so its not a CPU bottleneck. I have tried different games, reversing drivers, and updating software but its always around 80% usage. Any ideas on how to maximize my usage?
