Lag under high oppload

Hello my friend have a problem. He was just streaming each day whithout any problem. Sudenly a day his PC starts to lag only when starting streaming. He eaven reinstaled Windows and it didnit help. 

 

he knows that it is upload cause when he was sending stuff to google drive he was bearly able to use his PC at all. 

When he uses his phone as network conection it is no problem.

 

What can it be ? Network card or maybe router ? 

 

MoBo - Gigabyte B450 AORUS PRO

CPU - Ryzen 7 2700X 3.7GHz

GPU - RTX 2070 ARMOR 8GB 

PSU SilentiumPC Vero L2 600W

 

I hope we will find a solution :)
