I'm confused on what your question is then.  You ask for a guide to a stable overclock, but your CPU is already overclocked.

No I just wanted to know if like 4.2 is too much or maybe I added too much voltage. One thing I also noticed is that my CPU is hopping from like maybe 25 degrees to 40 and going back to 25 while idle most of the time. Is that normal? I am using the Cooler Master Hyper 212 cooler with another fan installed to it.

I would suggest a bit less voltage since it isn't good to put more than 1.38v into zen+ otherwise 4.2ghz is pretty standard. You might try for 4.3 and see if it works, it's up to a coin flip for that though.

Oh, you want a review of your overclock. haha.

4.2 is about the max for that CPU, and 1.4 volts is "technically" okay but not recommended for long term use.  I'd see how low you can take the voltage while still remaining stable.  If you're dead set on keeping it at 4.2 you should be okay, but the real life performance difference between 4.1 and 4.2 is quite small in almost every situation, so if this is your every day overclock, then I'd see how low the voltage can get at 4.1 just keep everything that much cooler.

As for your temps, its probably got a lot to do with your voltage setting.  If you want more stable, lower temps, and a quieter system, run on the lowest voltage possible.

Thanks much!

There is just one thing I started to encounter just moments ago and it concerns me. So am playing the witcher 3 to see if my cpu needs more voltage or not and I eventually got to where I was last time I played the witcher, that being 1.4 volts. Whenever I'd get a black screen, everything freezes, my keyboard and mouse light and my monitor wouldn't detect an input from my GPU and I would need to restart my PC to get it normal again. I know this is normal and it means that my CPU needs more voltage. Now, however, I get a black screen, with my monitor still detecting an input from my GPU. My keyboard and mouse are still lit up and after a few moments my PC restarts all by itself. What could cause this? It really concerns me. I really don't want to bump up the voltage again. I have a Radeon RX 5700XT and I dont think that the problem is coming from my GPU. Also I started monitoring my CPU temps and they're normal.

These are all signs of an unstable overclock imo

Well something happened, I think. At first only black screens to indicate that my CPU didn't have enough voltage, now black screens, then blue screen of death and then my PC restarts.

You could get black screens for more reasons than your CPU not having enough voltage.

Your overclock is not stable at all.  1.4volts is the already past the MAXIMUM you'd want to use with your CPU, do NOT push more than that.  You probably won't be able to use more than 1.38 and even that is probably too much for the VRMs in your motherboard anyway.  You should start with like 1.36 or 1.35 and see where that gets you.

How are you stress testing your overclock?

You can also get a lot out of Ryzen with improving Ram ( speed and timings ) if you need.
Current Overclock sounds decent, as long as you dont get any of the above mentioned problems anymore you should be fine. :D
If it happens again i might clear Cmos and start from scratch ^^

PS: I always like to squeeze in a little Cinebench R20 to test cause it goes really hard on the CPU and shows how the temperatures will behave.

My current memory kit is this: https://www.amazon.com/CORSAIR-Vengeance-3200MHz-Desktop-Memory/dp/B07D1XCKWW/ref=sr_1_1?crid=2YCH4P16EUEAG&dchild=1&keywords=corsair+vengeance+rgb+pro+16gb&qid=1587642314&sprefix=corsair+vengeance+rgb+pro+%2Caps%2C266&sr=8-1 and I already clocked it with D.O.C.P
