Capture Card Issue with Warzone

Hello, I have a perplexing issue that I'm not making any headroom on. I run a dual PC setup, and I'm trying to stream COD Warzone but I'm running into a key issue. Any time I try to switch from full screen to borderless, my gpu utilization goes from full to 40-60% and fps goes from 100+ to fluctuating between 48 and 72 fps, it doesnt go lower or higher than those numbers. I know the obvious solution is to just keep it at fullscreen, but If I stopped there this post would be irrelevant. I know the issue resides somewhere in capturing the gameplay, when I stop duplicating the display to the capture card the issue goes away completely. The other strange thing is that when the game is out of focus and another window is open over it, the game goes back to full fps and gpu utilization. Thats the part that is really making me scratch my head, the issue goes away when I'm tabbed to another window in the same display. Here is the hardware I'm working with:

9900ks

Asus z370 Prime-A

32GB (4x8) 3200 Mhz RAM

2x 1080ti sli (Evga SC2 Hybrid)

Capture Card: Elgato 4k Pro (using 1440p 144 htz signal)

Main Monitor is 1440p 144 htz Gsync compatible with Gsync enabled. (Issue is present with gsync on and off)

Secondary monitor is also 1440p 144 htz

The goal here is to find a solution that meets these criteria:

-I can run the game windowed borderless

-I can duplicate the display to the Elgato

-Gsync ON (Again, issue present regardless of gsync)

-SLI enabled (haven't tried that but not willing to disable just for one game)

-GPU back to full utilization.

That's going to be the challenge, I need help from the LTT quarantined army to slove this for me. I hope the issue is a simple one I'm just blind to. Thanks in advance! (Also sorry if this is posted in the wrong spot, I debated which forum to use)

Have you tried passthrough? Is this issue only with Warzone (which at this point is rivalling Planetside 2 and such in optimization)?

At this point I had to check if there's scoring on optimization on games. Sure enough there is. Not looking good for Warzone https://www.game-debate.com/game/badly-optimized-games
