Random Steam Coupons

So does anyone just randomly get steam coupons?  Like just today I checked my steam account and I find a 75% off coupon for Shadow Warrior.  I wonder, does everyone get these coupons?  Do we all get the same coupons? And if we don't, are these distributed with a certain system, or is it just random?

i got one the other day but it was for 25% off broken age and i hadn't even played a game in like 2 weeks lol

I think they are random, a bit like card drops. I have never got one but I'm only lvl 18 so I wouldnt expect one

You get them when you create a badge, you do so by collecting all the cards for a specific game. You get cards from trading or from drops from playing
