Need bottleneck help

The bottle neck is your HDD and your processor. A cheaper solution would to get a SSD, and that would make the system feel faster, but it would not perform that much better. Here is a good page for a comparison, http://www.cpubenchmark.net/cpu.php?cpu=AMD+A4-3420+APU

In games, yes, the processor will be holding you back.
