What is the latency between the 2?   One could be a CL18 while the other is a CL16.

No, CL is latency, so lower is better.

As what @732 said.  The lower CL the better.  You can go as low as CL14 on some kits but that gets really expensive.   I have seen G.Skill have CL18 and CL16 latency kits for the 2x8 kits you are looking at.  Not sure about Corsiar.
