It is normal to happen while using Folding@Home, it is set by the NVIDIA driver because it detected a compute application, nothing to be concerned about.

Like system RAM the GPU memory is double data rate (DDR) which means it sends two instructions per clock cycle. Some software reports the actual clock frequency where others show the data frequency. 7000 MHz clock X 2 instructions per cycle = 14000 MHz effective data clock.
