Upgraded from my ryzen 3 1200 to the ryzen 5 1600 AF. However, I installed the CPU and fan correctly but the computer will not boot up, my fans start up but nothing else happens. I have looked into updating my BIOS which was released in 2018 but the CPU is from 2019? Is this normal? Am I fucked? Solutions? And yes, I have updated to the 2018 latest release of my DELL motherboard BIOS.

We know nothing about this computer since you keep leaving specifics out (model number would be a great start).  We don't know if this motherboard is proprietary or not, we don't even know what computer this is.

Inspiron 5675, there are a million different variants with different parts to them such as different GPUs and completely different builds. My computer was prebuilt, X370 motherboard, latest BIOS update March 2018.

DELL could have easily locked the Mobo to the 1200 using software

Have you tried resetting the BIOS/CMOS, to do so go to your motherboard there should be a watch battery, take that out and leave it out for 20s then plug it back in that might fix it

X370 boards need a BIOS update for the 1600AF, since its a second gen processor

They said it could be easily upgraded etc, it was blatantly put on their product when I was buying it that it could be upgraded, both CPU and GPU wise

I mean you can get the BIOS straight from ASUS: https://www.asus.com/us/Motherboards/PRIME-X370-PRO/HelpDesk_BIOS/

It'll certainly debrand it though most likely.

If it debrands it then what? If I uninstall my DELL BIOS and install that ASUS BIOS then I will not have a BIOS if the ASUS one is disallowed

There should be a slight metal tab in order to remove it.

It won't work at all. You can't install an Asus BIOS on a non-Asus board. It will just break the board

Maybe not (I thought I read OP saying it was custom ordered, must have read the pre-built and my synapses massively misfired as I'm heavily multitasking right now), but some computer manufacturers have indeed ordered motherboards from Asus in the past and flashed their own image onto the BIOS.  HP/Compaq did that.  Dell usually didn't though so this thread has just confused me a whole lot.

Right, get you.

Uh yea?  If you say X370 MOTHERBOARD I can easily make that connection.  Just because YOU know this chipset doesn't mean someone else won't get confused.  I built machines for HP/Dell for a living 10+ years ago so I'm sorry if I am a little confused about the naming convention these days.  Calm down bro.

I mean, its not like I'm mad or something. And sorry. For me, X370 doesn't really strike Asus. For you it might. Didn't think about it.

To be honest, if you built systems for HP or Dell and don't know what a chipset is, I think it's safe to say you were bad at your job
