stutter / buzz for a split second at random times

Hey (sorry for grammar and formatting) i just gave my old pc to my girlfriend as i got a new one to gave her something to do in lockdown and it was working great when it left here but when i left she said that is has been making this buzzing noise through her headset and it stuttering and i have only found one person having this issue and he has a good way of describing it

i checked thermals updated everything the only thing of note that the gpu spikes randomly to 100% but that was only when teamveiwer was active (the way i was checking everything) i am at a total loss here and no idea what to do

specs: its older but fine for what she wants it for
asrock H97M Pro4

i5 4590

16gm ddr3 ram

550w psu

sapphire rx570 4gb

120gb ssd

1tb hdd

250gb hdd

I had stuttering like that on my old HDD and going SSD fixed it. I now use SSD only.
