New Rig Old Issue

so i just built a new pc because i couldnt figure out what makes the bad display in my old rig.

other then the psu, (formated)ssd and 16 g 2666mhz ram every thing else is brand new and i have the same display problem.

the monitor works fine on my laptop with the same hdmi caple and i have the same issue on 2 different monitors.

you can see the white stripes inside the crop squere when it disapperes

new rig 3600x b450 aorus elite 5600xt all the bios is up to date.

and added the old parts on top.

san disk ssd 480(after format)

corsair550 psu

ram 2*8 2666mhz

Maybe your motherboard/chipset? If you swapped in a new GPU that could be the only thing asides from the display cable being grounded to case in a strange way that could do that.

new mobo with updates bios. and a new case as well

i tried overclocking my old rig before this issue occurred so i guess that it has to do with one of the old parts.

if the issue transferred to the new rig. 

not really sure all looks fine on every utility possible.

and the main issue is that the screen is pixalated the file is just a small ex.
