PC not booting

Fans are running, I do not get any output signal. Not on my monitor nor on neighborough's TV.

1) On Asus website I found only that new bios will support 3rd gen, but this is 1200 (12nm) cpu -> I do not know how to say if that board is compatible

2) All three necessary power cables even reseated (three - CPU, Board, Graphic's) 

3) Yes, cable from monitor has even screws on it for fix it. 

4) 550 PSU for Ryzen 1200 and RX 570 with no SATA connected? I am sure.

5) Yes, monitor works; TV works too when connected to antenna.

6) – only separated RX 570

7) Everything reseated several times

😎 RAM and GPU reseated several times - Also tried one RAM by one RAM to test it out. Can't reseat CPU as I do not have thermal paste and used only that one from stock cooler.

9) Debug code is white light. In manual I can't see anything about light signal. Once it was orange. I tried older graphic card from my neighborough, but still white signal?

10) I did not heard any sound at all.

11) CMOS with screwdriver done three times

12) Yes, tried that serveral times with different pieces of those two RAMs and different Graphic

13) Well I am sure that atleast that one boroughed was functional.

14) Can't try as neighborough do not support DDR4

15) In manual is written that with Ryzen processor supports 3200 RAM

That other LED is on the top left corner. It starts Red, once was Orange as I was trying RAMs and usually is White. By what I found on internet should switch to green and white should be graphic card problem. But I tried also other graphic card, so I do not known.

Maybe BIOS as you mention? How to check it online when they added 2nd gen Ryzen support? 

By one review there is 3401 bios.

No 1200AF support listed for that board. The other AF variants need 5204 to work though.

Since the 12nm 1200 is basically a re-skinned 2nd gen CPU, it's possible that the B350 motherboards might need a BIOS update? I'm not sure, but it could be.

If you can upgrade the BIOS, that would be preferable.

Where is the white debug light on the board? Motherboards often have CPU/RAM/GPU debug lights instead of a full display.

When connectors for outside are pointing towards me, than one orange led is on the right top corner far from me - it is lit since I press I button on Power source unit.

That other LED is on the top left corner. It starts Red, once was Orange as I was trying RAMs and usually is White. By what I found on internet should switch to green and white should be graphic card problem. But I tried also other graphic card, so I do not known.

Maybe BIOS as you mention? How to check it online when they added 2nd gen Ryzen support? 

By one review there is 3401 bios.

Today delivery brought me from shop brand new A8-9600.

Right now it gets from white to green colour. 

And monitor is still black. 

Only difference is that now for turning pc off I do not need to hold power button, just press it. And of course change is that led diod is light up green.

 

Edit.: Went visit neighborough with TV with HDMI input, instead of that long white connection with screws. And it worked. Flashed to new bios. Than I changed cpu. 
So now just put that my first PC ever back together as it was before. Now it looks ripped off as some things are missing inside and PSU is outside too when connected.
