Rx 470 Stuttering Issue

Hello i have a huge issue ever since i have had this graphics card im getting issues here are my specs before i go into detail

XFX Rx 470 oc gpu 1250 to 1290

                    mem clock 1750 to 1795 

i5 4460

1x8gb ddr3 1600mhz

1x4gb ddr3 1600mhz

standard 7200rpm hdd

my issue is that in nearly every game i play older or new my gpu seems to have these big frame drops or even little ones that throw off the game play 

have been trying to play dead rising 2 and that has been a mess also 

ive got newest drivers and ive have done ddu but nothing 

my temps are okay they are going at most high 60s during certain games

when i look in radeon software though my gpu usage is all over the place its going from 10% to 70% it just constantly fluctuates and when i use rivatuner 

it only shows anywhere from 30% to at most 45% being used 

i have also increased power limit on card to see if it was an issue and also played around with graphics settings but nothing
