GPU for video editing

My cpu of choice is 3900x, but i'm not sure if i need to pair it with a powerful gpu for purely premiere/photoshop/effects etc. No gaming involved. So my question is: Is it gonna be any problems if i'll pair a powerful cpu with a less powerful gpu? Will it be some sort of bottlenecking (i know in gaming will be but i'm not sure for just pure work)? I'm open for suggestions.

What's your GPU budget, and what kind of rendering speeds are you hoping for?  

 

I'd suggest looking into a Radeon VII or a Vega 64.  Both from AMD, both are either discontinued or not readily available new, but you can get a used Radeon VII for around $500, and a used Vega 64 for like $300.  (just did a quick price check on eBay)

 

The RTX 2060 is also a great option in the $300 price range as well.
