MSI 2080 Gaming X Trio, fan won't stop spinning at idle

I bought an MSI 2080 Gaming X Trio back in August. It worked fine until I had to send it back for an unrelated issue, and I got my new one back recently.

The new card works fine, except for one issue. The small fan near the left of the computer always spins at a constant speed, no matter what I do, and it's loud enough to be annoying. The fans are all set to be stationary at idle, and the other 2 fans are spinning correctly.

I called support and they told me that this was supposed to happen, but it did not happen with the old one and I'd like to make it stop.
