It's hard to compare that way. It depends more on your budget, how big of a screen you plan to be gaming on. There are so many options and games have different requirements.

Comparable to a PS4 in performance? Probably the cheapest PC you can buy. If you were hoping to go as low cost as possible and still retain a good upgrade path:
