Windows constant reboot

Hello I have a question . My pc keeps rebooting after I initiated full reset to factory standards. However this been going on for about 8 hours with the pc starting then showing a blue screen then shutting off and then starting again. I see no progress at al that it’s continuing. Is this normal during a reset ? I know it’s going to restart several times but it’s like booting and showing *welcome* then shuts off and boots again. Anyone know anything that might help or how long it will take ?

I tried to boot to Safe mode but the computer does like in the video. The keyboard is only online for a few seconds before the computer reboots again and shuts off the keyboard. So it boots loads for about 20 secs and then reboot again. It’s like it’s trying to boot but can’t.

Hmmm..

Do you have a full set of backups? Time for a full wipe and re-install methinks.
