I looked around a bit and didn’t find quite the answer to my question. 
I am folding, everything was just peachy until this am. My CPU and GPU started to hardcore throttle down at the same time, return to normal for a few seconds and repeat. Temps seemed to be good on both. I’m running a

Ryzen 2700x With 120mm AIO 

asus RTX 2070

asus prime B450-A

corsair RM 750x 

16gb Ram 
Windows 10 on a Samsung ssd

 

I'm better at fixing people than PC's... For now.

Are your folding at light, medium of full speed?
Are you doing something else while folding?
Is you case well ventilated? (pic or brand/model would help)
What's your AIO brand?

Cooler master AIO and case. 
full power folding and had no issues for several days until this am.

PSU is ~16 months old

They have both great and terrible products... Model numbers would help.

May open up the case and you'll know if it'S an airflow issue.
 

Just saying, If you power fold, you put a lot of strain on your gear (It's basically like crypto mining). Maybe dial it down to medium?

Also, Asus prime B450-A has a little teeny tiny VRM heatsink. That could be the source of the throttling because power folding uses a lot of current for a long time.

The AIO is a master liquid lite 120. The case is from an old pre build buy before I had the nads to try my own hand so I’m not sure of the case model. The AIO is virtually new, just installed a few days ago, I started on air and realized quickly I was going to meltdown my cpu. 

I'm better at fixing people than PC's... For now.

Sound like your case might be the culprit.
Prebuild older case... sounds like it may lack sufficient ventilation. Remove the side panel for a while and see if your thermal stabilizes.
