New budgetish GPU needed

I have built my pc and have upgraded over time. At the moment i am looking to get a new GPU as it is lagging, and i legit just don't know enough about gpus.

 

So I am looking for a budget gpu to fit with the rest of my machine:

MOBO: Gigabyte GA-Z370M D3H-CF

CPU: Intel Core i3-8100

HD: Samsung 850 Evo 250GB, WD Blue 1TB

GPU: AMD RX 460

RAM: G.SKILL F4 DDR4 3000 C15 2x8GB

 

I pretty much just play modern warfare, fortnight, overwatch. So nothing crazy needed

RTX 2070 models can be had just under $400, that's the best you'll get.

RX 5700, 2060S and 2070 range of budget then, 5700XT blower cards could also be found but they are loud

If I was to look at one at about the 300 range what would you recommend as well?
 

I am assuming in that list the order of quality would be 
RX 5700, 5700XT, 2060s, 2070

RX 5600 XT has the best performance in that range. The 1660 super is excellent value.

Quality? That depends almost entirely on the vendor. Sapphire, Gigabyte, etc.

Performance is 5700 ~ 2060s -> 2070 -> 5700XT ~ 2070s

2060 and 5600XT, same "Nvidia has more features, AMD has more raw performance" applies

For 400$ go for a RTX 2060 SUPER - EVGA GeForce RTX 2060 SUPER SC ULTRA GAMING

For 300$ you have two options. RX 5600 XT or RTX 2060. The performance difference between them is 5-10% basically they are trading blows with each other depending what game you run. It all comes to your personal preference.

In my opinion I would get the 400$ RTX 2060 Super because its the best choice and best bang for the buck.

The low end 5700 XT cards that have good coolers are the gigabyte OC, sapphire pulse, and Powercolor red dragon.

 

Of the ones you linked, the strix would be best (since they fixed the mounting pressure)

I would wonder if it would be worth it to buy a 250$ -300$ card and trying to swing a cpu upgrade.

@bronsonj if you had a $400 potentially $450 budget, what would you do to my machine? Would A CPU upgrade make much a difference?

when running tests the big failing point is the gpu thats why I am looking at that.
