Hi, I'm wondering on how I would build a 25 TB nas for under £1000 (1,151.73 USD) 

Needs to be not that loud and doesn't need to be that speedy. Should have some redundancy and run freenas. 

If 25tb is too much for that kind of budget please let me know. Thanks

8tb drives are around 200$ and you'll need 4 to get 20 or so TB of space after format. 5 would get you 28tb or so of space.

then I guess the last part is a cheap PC with 6 sata ports or 4+ a cheap sata card. I'd grab a cheap 40-80gb used SSD over a flash drive for the boot drive.

I live in the UK. I also want to ask what kind of raid would be appropriate or if it isn't at all

Sorted the PCP storage list by dollars per GB: The cheapest gets you 24TB for about £500 before taxes: https://uk.pcpartpicker.com/products/internal-hard-drive/#sort=ppgb&page=1

I do recommend getting at least 1 more drive for parity, if not 2. Putting you around £640 for 24TB with 2 parity drives.

Don't run raid on Freenas. get an HBA and let freenas handle parity through ZFS.
