I have a loose $650 dollar budget (Within $50 of $650), and I would like to know if there is anything I can improve on parts-wise. Also, the budget includes keyboard and mouse, as I already have a monitor and don't mind the Windows watermark. :)

If I were you I would most likely improve on the motherboard but other than that for $650 looks pretty good.

Better motherboard, plus wifi if you're into that. The 1600 AF will probably have some trouble hitting 3600MHz on the memory, so you can save some cash with 3200 instead. The 1650 super matches the RX 580 in gaming performance so you should opt for whichever is cheaper. You could also use this slightly cheaper NVMe SSD.

yes, an inexpensive exhaust fan will help thermals
