I have a very low end computer and when I start multitasking, sometimes, it becomes impossible to even open application menu due to OS files going to swap, while having a 5400 rpm hdd, and not enough cpu resources. Can I allocate a minimum amount of cpu and ram to the OS?

You can disable swap space but if a program tries to use more ram than you have it will just crash.
