Hello I keep getting a lot of fps dips in Modern warfare and even in other games like cs go I have 16 gigs of ram a gtx 1080 and an I7 4790k, I was wondering if it is from my cpu? The reason I say that is I read online that newer games are more optimized for 6+ core cpus and I will admit my 4790k is getting really old. So is it time for an upgrade? Also side-note I was running modern warfare on my sisters computer while I was home for spring break and it seemed to run much smoother and she has a ryzen 1600 and a rx580 with 16 gigs of ram which just blew my mind that her computer runs it better than mine, is it simply because hers is a 6 core newer cpu?

Edit: Also my Temps are good.

usually that is caused by a cpu bottle neck

You could try something with around 6 or 8 cores that has a clock speed any where from 3.6 to 4.4 GHz. Along with a higher speed CPU you should probably upgrade to DDr4 3200 MHz or higher. I personally am a huge AMD fan but that would most likely require a new motherboard and ram. 

If you do chose to go AMD I would highly recommend the ryzen 5 1600 or ryzen 5 3600

Thats what I was planning on, I love my old i7 but its like 6 years old and only 4 cores, I was thinking either ryzen 5 3600  or maybe the r7 3700x? Also is the 3600x worth the extra 40 dollars in your opinion?

Depending on the prices/ used market , go for a Ryzen 2600 / 3600 or to be more future proof 3700. 
The 5 1600 is not worth it in my opinion. Not cheap enough and Zen+ as well as Zen 2 support more and higher clocked Ram, on top of their way better performance. 
There are many solid mid priced B450 Boards out there that can support all 3 mentioned CPU's. There's no need to go X570. 

PS: I upgraded from FX-8300 to R5 2600+B450 Mainboard + 16 GB DDR4 3000Mhz Ram for 240€ about a year or so ago. So it should be even cheaper now.
