What does it say when you try to run cmd as admin?

First back up, move or sync any data associated with your borked account before doing any of this. Especially the last part involving user account control.

Try using the "built-in" or "secret administrator".

This requires cmd prompt as administrator (I know I know, keep reading)

Enable:

net user administrator /active:yes

Disable:

net user administrator /active:no

Via https://docs.microsoft.com/en-us/windows-hardware/manufacture/desktop/enable-and-disable-the-built-in-administrator-account

Maybe one of these steps will provide you with cmd as administrator. Works with Powershell too btw.

While running Windows hold shift key then select power, restart, then boot into recovery (or try safe mode) and open cmd prompt admin then enable built in admin per the command posted above. Reboot normally then click the new Administrator log in (using your normal password if one is required).

Or

Try booting from Windows 10 install disk/flash drive select country and keyboard then click the small "repair windows" link instead of installing. Launch cmd via via troubleshooting.

If no installation drive is available try your recovery disk or Windows RE.

If successful in repairing your account (I'd try removing then restoring administrator status via user account controls or deleting the account from your computer altogether and adding it again as admin) make sure to disable the built in admin when done using it.

net user administrator /active:no

Thanks for a answering , I've managed to enable the hidden admin acc but when I logged in there's only a black screen with the cursor , I searched for answers , most of them included launching the task manager , but it doesn't launch for me.

This sounds a lot like corrupt system files which might be repairable. Did you boot via dvd/usb media like Windows RE or an install disk? If not, can you make one on a different windows machine?
