I wanted to run a Craft-Bukkit Minecraft server for my friends. I followed the steps mentioned in this article and this article. My router (Bell Home Hub 2000) settings under advanced options had a port forwarding option. I opened ports 25565 on TCP & UDP. When my friends tried to connect, it would time out or give an error (I forget the error). I earlier tried a vanilla server and it didn't work either.

My router model is a Home Hub 2000 by Bell.

OS is Windows 10 Professional 64-bit edition.

Motherboard: MSI H270 GAMING M3

CPU: Intel Core i7;7700 @ 3.60GHz

GPU: ASUS Strix GTX 1060

RAM: 16GB Physical Memory

Storage: 500GB SSD, 1TB SSD, 2TB HDD (external)

PSU: EVGA 750W or 850W

BIOS: American Megatrends Inc. 2.00

Hopefully it helps!
