This is probably pretty easy through a rainmeter skin. Not sure on a dedicated program/application to handle it. But Rainmeter would be an easy place to start.

http://docs.rainmeter.net/manual/plugins/coretemp

Looks easy enough. You just have to run something in the background that will measure CPU temps and then use Rainmeter to display the info from that program.

Edit:

Im working on it. Gimme about 30 minutes to an hour. Ill see what I can come up with.

IMPORTANT: Rainmeter, Core Temp and Ini download links are all direct download

Quad Core CPU Temp Display: DOWNLOAD LINK

Alrighty, so you need to download Rainmeter and Core Temp. Be aware Core Temp has a few addon programs which you can skip while installing.

Now you will need to download the attached .ini file ive made. It will display core temps for cores 1 through to 4. I will edit the file and upload another .ini for octocore CPUS in a minute. You need to put this .ini file in the Rainmeter Skins folder which is in My Documents by default.

Now inside Rainmeter, you just need to load the CPUTemps.ini. It will now display the CPU temps up in the left hand corner of your screen. You will probably need to right click the box and hit Settings, Position, Stay Topmost. Thats going to have it above every other window. Theres also a transperancy option in the settings, Might be helpful.

I just tested it and ran into a problem. It wont stay ontop of EuroTruck Simulator. Might have to change something in the game. Gimme a minute. Lol.
