CPU temps jumping

My CPU temps keep going from 35c then jumps to 45c then cools back down in around 5 seconds and shoots right back up to 45 and so on. Ryzen 7 3700x, nh d15. This is just sitting at idle with MSI afterburner. Motherboard is msi b450 tomahawk max

my 3700x under full custom loop also does the same thing. This is normal behavior.

CPU usage will fluctuate as various background programs run, it is normal.
