Upgrading Prebuilt

Hi! I currently own a Dell Optiplex Gaming PC with a Intel Core i7-8700 @ 3.2GHz, GTX 1060 3GB, 8GB DDR4 2400MHz RAM, 1TB HDD, and a 150GB M.2 SSD for Windows 10. It has the original Dell motherboard as well. I would like to upgrade my GPU to this one from gigabyte: https://www.gigabyte.com/us/Graphics-Card/GV-N207SWF3OC-8GD#kf

Gigabyte recommends a 650W power supply for this GPU. I currently have a 450W, so I would need to upgrade to a different power supply too. I have been wanting to build my own PC for a long time, but I just dont have the money right now. I need some advice on what I should do.
