PC for my dad

So my Dad has been constantly begging me to build him a PC. He said "Oh I love to see you building PCs, love to see the parts go together'' I need to find something for him because trust me, my Dad does not forget about anything (including begging about a pc) He works from home, all he does is write emails and eventually play a game of virtual chess. I need some suggestions on some fairly inexpensive parts (could be something from 2007 onwards) His computer at the moment is a Compaq Presario V5000 with ATI graphics that runs windows XP. That thing has a 1.5GHz Celeron M CPU

A used Dell Optiplex with a core i5 should work fine.

Also, next to the PC I found it's original never opened peripherals. That was a pretty good deal for it.
