RAM can't run at rated speed

My current ram is Klevv Bolt X 8GB (4x2), it's rated at 3200MHz CL16 1.35v, paired them with R5 3600 and ASRock B450 Pro 4. Whenever I tried to enable XMP, it crashes (blue screen) then automatically restart 3 times, then it boots to desktop but my ram get back to 2666MHz CL19. I've tried using DRAM calculator, copied everything, but still unsuccessful, I've even tried to bump the voltage to 1.45v and loose the timing heavily, but it still crashes. Any help?

Maybe one stick is faulty.

 

Try only using one after another

I've tried 2 kits, Team T-Force Delta RGB 3200MHz CL16 and Klevv Bolt X 3200MHz CL16 (which I use right now), both of them have the same problem and I've tried same methods, none of them works. Is it motherboard failure?

I can't say that it is a MOBO failure, but I also have encountered the same issues you have on many MOBO's. I am here mainly b/c I also want to know why this happens. Sorry I can't be of more help.
