I built a new pc recently and it posts. However when I boot to a fresh win 10 install usb at some point it power cycles, around 30ish seconds later. It hard stops and then boots like nothing happened.

So far I have tried:

Different RAM

Different GPU

Fresh Win 10 usb

Cleared CMOS

EDIT: also tried a different known good psu

I have even RMA'd this motherboard

I don't want to have to RMA my cpu as well so I am asking here for any troubleshooting steps I may have missed.

Check global c-state control setting in the bios

Tried this, all settings had the same error.

In the end I went to Best buy and got a replacement CPU, turns out that was the issue all along.
