So obviously I'm having crashing issues, but very rarely do I get an actual BSOD for a minidump and upon inspection reveals the culprit is the HAL.dll,  There are no driver issues, no software issues, and as far as I can tell, no hardware issues.  I've swapped RAM sticks, as well as trying only certain slots, swapped graphics cards, and even went barebones, just CPU, 1 stick of RAM and boot drive.  CHKDSK returned zero errors, but still tried a different drive anyway.  Then I did the "sfc /scannow" as well as the "dism /online /restore-health" stuff, and finally did a complete fresh reinstall of windows, fresh ISO download, format drive and install, but still crashes somewhere between 1 and 2 hours of use regardless of what I do.  I'm currently believing either the CPU or MOBO is at fault, but if either were, I wouldn't think the PC would even work to begin with, right?  Either way, I've uploaded my most recent minidump, hopefully someone can find something I may have missed.

List of everything in my PC
- Asus Z390-H
- Adata (don't know model) 2666MHz CAS 19 low profile DDR4

- WD SN_750 1TB (CHKDSK no errors, boot drive)

- WD Black 6TB hdd (CHKDSK no errors, game drive)
- Dell OEM RTX 2060

- Intel AC9260 WLAN card w/ BT 5

- EVGA GM650 power supply

- HP brand DVD-RW drive

- WD Black 2TB drive (CHKDSK no errors, OS backup drive)

Running bitdefender.  All drivers are current, and latest bios installed.  Crashing existed before bios update also.  The OS is also current, crashing also existed on windows 10 builds 1803, 1809, 1903, and 1909

Try running without bitdefender installed. It has been known to crash games.

Well that's just it, even when just internet browsing, or even doing nothing, it will freeze up completely, like not even the reset button works, and that's the one thing that's supposed to work when the worst happens :D I'll leave for a bit to watch TV or grab some fast food, come back, PC is frozen and hard reset is needed.  I'll do the whitelisting thing though, because i do notice crashes more frequently while gaming.

I doubt whitelisting would work, didn't work for me at least. It might be the software itself.

I uninstalled bitdefender, still same problem.  I think I'll just buy a new, different board and see what happens, maybe an asrock.

? Well, your dump file says the issue is related to your CPU, so I'd try replacing that first.

For that matter, it could be PSU too.

I have my suspicions about evga psu's in general. Quite a few people having these issues will often have one if them. They might be selling shit power supplies.

oh well, i have an evga 1600w psu with no problems so far :D but they probably have different tiers of quality.

But on the other hand, with 3 disks, 1 dvd wr, 2 pcie cards + what ever he has in usb ports. i would maybe consider more watt..

And to think that I got berated heavily over at Toms Hardware for suggesting that people with obvious power supply issues do the same. We're talking about the same clowns that called the folks at 'hardware unboxed' "trolls", so I guess I shouldn't be surprised.

Well.. i have, a reason for a 1600watt psu.. 2 GPU's 2 nvme's 1 SSD, active DP2DVI adapter, oculus rift s, TM warthog hotas+ pedals, custom water cooling loop. i testet a calculator for fun once. and it claimed i needed 1100watt +... so i'm quite happy with my choice... but people often forget everything they don't mentinon they have connected.. everything draws power.
