CPU USAGE DROPS HELP PLEASE

Hello so about a month ago i changed my hardrive and after that game that would work perfectly started having massive lag spikes from 300 fps to 30 40 fps for 10 seconds or so i managed to track down the problem being my CPU usage would go down on task manager whenever the lag spikes would happen this is not Temprature issue and doesnt have anything to do with the hardrive i disabled Cool n Quiet and C6 Core state on BIOS and it helped a lot but the issue is still not gone please help!

CPU:FX 8350

GPU:AMD RX 470

HDD:SEAGATE BARRACUDA 1TB

What games are you playing?

Mostly CSGO and Black ops 3 games that never used to have problems before especially CSGO
