Please help me I can't find a solution

I have a low fps, low usage

 

even i set the game on lowest settings, I still get the same result...

 

 

Resolution: 1366x768

 

GTA V = 45 fps avg (still  re-downloading, i have a trash internet connection :()

CSGO = 90 fps avg + stutters! (lowest 140)

AC SYNDICATE = 30 fps (intro mission 60 fps) lowest or ultra same fps

HITMAN 2: 30 fps avg (1st mission 80 fps) low or ultra same fps

FIFA 19 = 100+ fps

RE2 = 60+ fps so far.. i dont know if i will get a same fps when i get out in the police station.

 

 

I have tried:

Clean install of Win 10

Removing and re installing drivers(used ddu)

disabling intel hd graphics 

flashing vbios

Specs:

 

CPU: Intel core i7-4770k (I'll change my thermal paste but i cant go out because of the kung flu (corona virus)LOL)

GPU: Asus ROG Strix OC RX 570 4GB (Latest Drivers)

RAM: HyperX Blu 8GB (4gbx2)

PSU: Raidmax 700 watts 80+ Bronze 

MoBo: Gigabyte G1 Sniper M5 (Latest version F10)

OS: Windows 10 Pro

test your gpu with unigine heaven benchmark. Compare the score you get to other scores with same model.

 

Download msi afterburner and overclock your gpu with guides. Disable ulps is settings. disabling ulps forces your gpu to use the core clock what you have chosen.

Disable fresync on your monitor/ games. Disable vsync on game settings. 

 

What is your psu?

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Set your windows power usage to maximum performance. If it already is, then your CPU is probably thermal throttling. I'm guessing you're using the stock cooler that came with the 4770k, which really isn't suitable. My 4790k would thermal throttle all the time before I upgraded the cooler.

 

You should also add per core frequency and temperatures to the OSD in MSI Afterburner.

 

Edit: It's reaching TCase, so you're definitely thermal throttling on the CPU. You need a better cooler.

The highest temp i got is 92℃ (87-88 avg)im doing some stuff (100% cpu usage/ decompressing)  lol.

Well I noticed the frequency was always below max boost in your screenshot (3.9GHz), and then that the temperature was always at or near 71C. Once the CPU IHS (not the individual cores) reaches 72C, it will start slowing itself down until it's staying at 71C or lower. This is called thermal throttling. The same thing applies if one of the individual cores hits TJ Max, which I believe is 98C (I'm not sure on that though).

 

If you're not looking to seriously overclock and you just want an inexpensive cooler, then the Hyper 212 Evo is still a favorite. If you want something better looking, then a Cryorig H7 is a great choice. It may not be available in your country though. They've really been struggling in the US due to tarrifs.

Thanks! I haven't changed my thermal paste since 2013 and I already ordered Artic mx-4, just waiting to arrive.. 

I''ll update when i apply the new thermal paste

Update:

After changing my thermal paste i get 69℃ Max, (63 avg)  and i think this is good but it didn't work i still get low fps.. My gpu is still low usage when gaming. 

 

Edit:

Set my power limit to 25%

enabled xmp

set hyperthreading from auto to Enabled

Set High performance

 

Fix my fps 

60+ now on hitman 2 and ac syndicate

but my temps are 70+ (79 below)

Hi when I enable Xmp i get higher higher fps but high cpu temp 75℃ (Max 81℃) 

so i disable it then back to 68℃ below but low fps.

Either way, you should replace that cooler. The 4770k is capable of a significant overclock. You could get another 400MHz out of it. The stock cooler it comes with is the same one they included in locked i3 units.

 

By the way, for more accurate information, I recommend you add more stuff to your OSD. Especially per-core information. You can set a macro to toggle them on and off. I used Alt+. because they're right next to each other. Give me a second and I'll upload a screenshot of what mine looks like.

i can't find hyper 212 evo in here only hyper 212 LED. 
I'll change my cooler when it's safe to go outside in my area(lockdown)..

That's a step down. Check for the Cryorig H7 (or any of the H7 variants, such as H7 Plus and Lumi). Also, what country do you live in and what's your budget?

My budget is $40-50 only :(

(I still need to change my rams, fans, Chasis, Monitor, Keyboard and Mouse So i really have a tight budget XD )

I'm from Philippines, I saw Hyper 212 LED Turbo for $45 in here

while the cheapest Cryorig H7 I saw  is $70

Honestly, I would recommend getting the better cooler and just waiting on the rest of the stuff. Most of that stuff is aesthetic, but the cooler will make a big difference in your performance.
