I am looking to build a new pc, for around 1400$ CAD (willing to buy some things used, live in Toronto ON). So far I am leaning towards the ryzen side because of it's amazing value, and I am mostly leaning towards the green team for the GPU. While I wouldn't mind buying a used 1070 ti for 400$, I don't know whether investing in RTX right now would be a better option. I have a build that I am working on right now, but it is kind of expensive, and any tweaks will be greatly appreciated. Feel free to submit something completely new, or just swapa few parts.

Edit: Some parts I really want to keep, like the case and maybe the mobo

I have heard that ryzen makes use of faster memory, whould it be worth uprgrading the ram to 3600mhz? And how does the gpu compare to the rtx 2060 or even 2070?

https://www.techspot.com/review/1891-ryzen-memory-performance-scaling/ it'll perform better, but not that much better with 3600Mhz ram, and a CL18-19 kit wouldn't perform any better than a regular CL16 3000mhz kit.

it's inbetween the 2070 and 2070S.

How do you feel about this updated parts list, got a 1080 ti instead of the 5700xt. Trying to find a different mobo (maybe something like this? https://www.newegg.ca/asus-rog-strix-b450-f-gaming/p/N82E16813119140 , or cheaper.
