Problem with usb ports

My mobo have 4x2.0 usb ports + 2x 3.0 usb ports. Around 3-4 days ago there was a storm, and the power suddenly went out. The problem occurs, I cant use all of my 2.0 usb ports. The best way to use it is I have to disable and enable my usb ports driver everytimes I turn on my pc. I just wanted to know it's hardware or software problem. Thanks in advance

have you tried uninstalling the drivers and reinstalling them? iv had them go corrupt before
