Try to see if the packet loss occurs in you local network or over the internet. If it's over the internet you'd have to talk to your ISP. Otherwise you'd have to fix/replace whatever is broken in your network.

 

E.g. try pinging your router, see how much packet loss you get:

ping -t 192.168.1.1 # replace with actual IP, of course

Press Ctrl+C to stop the ping, see how many pings you lose. If that's fine, then ping some reliable server on the internet, e.g. Google's DNS server

ping -t 8.8.8.8

If you get packet loss again, like I said, you may want to talk to your ISP.

Pinging your router is a great idea. You should typically see <1ms with a 2ms max over a wired connection. If you start to go above that at all or have "No Response" given then your problem is local. If that looks good you can try going to packetlosstest.com and see what it might be able to tell you about your connection to your ISP and if the problem might be there.

 

I had to do this somewhat recently with my ISP, turned out there was corrosion on one of the line connectors...

ICMP is only somewhat useful, some busy systems will drop ICMP traffic at high CPU load.


Seems like you have some loss out of your first hop though, which would indicate congestion or similar.

 

Having a device with interface monitoring is usually a better play since you can just immediately see what your traffic volume is.
