1650 Super not working

I have just upgraded from a 1050ti to a 1650 super. When I plugged in the 1650 super by itself the PC would turn on but it would not boot. When I plug in both the 1050ti and the 1650 super the pc turns on and boots and even recognizes the 1650 super as a graphics card. What is happening here?

base TDP is 100W, they all need extra power connector.

It could be bad power delivery from the mb or the PSU
