GPU may be at low usage

Specs/OS

OS: Windows 10 

RAM: 16GB

CPU: Core i7-8750H @ 2.20GHz

GPU: NVIDIA GeForce GTX 1070 MaxQ

[This is an MSI Stealth Thin Laptop]

 

Recently I had discovered very low framerate in one of my game on Steam so I decided to ask Reddit for suggestions as to how to fix the problem.  Many have said that I should be getting much better frames than what I currently am.  I've already gone through lots of troubleshooting on the issue and found that my GPU usage may be low for not just this game, but also others.  I discovered this by using MSI Afterburner to monitor my GPU Usage, CPU Temperature, etc.

 

Things I've Tried So Far

Uninstalling newest drivers and reinstalling with older releases

Scanning for Malware

Monitor GPU Usage / Temperature

Monitor CPU Usage / Temperature

I'm guessing no one knows what to do or they just don't want to mess with it...
