when i first boot my pc my idel temps are about 25C but when my watercooler has warmed up a bit my temps are about 30C idel what would you consider idel temps. also whats a good way to keep your cpu utilisation down because it likes to go up and down and it's hard to read what my idel temp is?

Idle temps are what your computer sits at with nothing (overtly) running

 

Operating systems have background tasks that you don't see, and they use resources.
