Passmark top 10 PC error?

I was looking around on passmark and noticed that this pc (in image provided) had an extremely high score, beating out threadrippers with 2080ti's even though it had an old i7 and a 1060. I then noticed the cpu frequency of 11ghz. Is this an error or some overclock that has surpassed all others.

That's certainly a fudged rating. That's a Dell XPS 8700. You're not overclocking that.
